I have a Fair credit rating. I also have a credit card with a 29% apr. I want to transfer the balance to a lower apr card, but I am worried that a credit card application will be rejected and will further damage my credit rating. What should I do?

My mom is considering an offer that she got in the mail from GE Money. It is called the new Premier Line of Credit. Rates as low 7.99%. Would this be a safe thing for her to do? These credit offers have so many stipulations and you don't realize it till it is to late. We would appreciate the advice.

I have tried several times to apply for a citi card online and the application will not open. How can I apply if I cannot gain access to the application?
